- Is it illegal to chain the front and side gates? Also can you have the fence with the spikes sticking upward? It looks like they are keeping people out. However, I am visualizing a situation with children trying to get out of their home for whatever reason and they can't due to the chains locking them inside the fence and the spikes hurting them.
