- Other | The nature of the problem: [constituent reports that there was work done by their neighbors who sledhammered the area on the sidewalk near the coal bins that are in the front of the building, the sledge hammers broke the seal between the coal bins and the public sidewalk and it is causing water to leak through the sidewalk into the basement of their building - she was wondering if it is possible to seal this again so that the leaks would stop]
