What is the nature of the problem: [Good Afternoon I don't know if this is the right department for this complaint and if not perhaps you can forward it to the correct department. I live at 56 Franconia St, Dorchester 02122 right next door to 48 Franconia St which is owned by Joseph and Kathleen Soter. The house is a two family and neither apartment is being occupied at this time and in fact haven't been for sometime now. The outside of this property is disgusting with overgrown brush and such. I am sure that the disgraceful appearance of this property is having a negative effect on the value of mine and my neighbors property. I would imagine if they don't take care of the property in the good weather what are they going to do when the snow comes, I can guarantee that they won't be shoveling .These absent owners should at least be compelled to clean up the property. As manager of the building across the street, we have received many complaints and notifications from customers regarding the appearance and abandonment of the property at 911 River Street. It looks as though it's not safe, and is apparently being used by people that don't appear to be residents of the property. |

This property is owned by CitiMortgage and has been empty since July 2015. ISD had the building boarded in August. Utilities are still connected in this house and last night lights were seen on the third floor. Prior to boarding, police entered the building on several occasions and once found a gas stove turned on and a space heater plugged in. Can ISD get the utilities to this building turned off? Somehow it seems that people might still be getting into the building (no idea how!) and active gas and electric make this a very dangerous situation.
