265 West Second St is a vacant lot and has been for years. It appears that they are going to erect a building there now. There is a curb cut in front of the property however there is no driveway and there is a permanent fence in place blocking the property. The owner of the property has put up store bought "No parking" signs on the fence and they block the parking in front of the building with two orange cones and yellow tape. It appears they are trying to save a space for the contractors, but it is a public street. They do not have city-issued no parking signs so they have no right to do this. Also when someone parks in "their spot" the contractors come and block the person in. In addition it appears that they are getting deliveries to the property without the proper permits or police detail. Last week they had a truck come to deliver concrete slabs. The truck double-parked next to a row of cars and blocked the entire street. It had a giant crane on it to move the concrete which they were swinging out over the street where it could have hit other cars or worse a pedestrian. Clearly they needed to file for a parking permit and a police detail.
