What is the nature of the problem: [The constituent is requesting assistance regarding individuals operating an illegal car services. The constituent reports it is causing a noise disturbance, obstructing sidewalk access and they currently have a tent posted outside of the service location. The constituent also states this is an ongoing issue and has reported it before (please ref 101006647112) and if the weather is nuice the individuals are often outside working all day.]
