What is the nature of the problem: [Constituent states the buildings dumpster is right next to her back porch. It is overflowing with trash and smells horendous. There are rats jumping from dumpster onto her porch. Property Manager keeps saying they're taking care of it but nothing has been done. This dumpster is located on the Rex st side.]
