Improper Trash Storage

Scavengers ruined the trash on our curb. We placed it neatly organized in bags, and they ripped through the bags and started dumping things all over the place (slitting the bag through the middle). Filing this report so that we don’t get fined for improper storage on our part, as we put it out properly before the mess was created.
