  • Domestic Animal Issue

300 Gardner St, Boston, MA 02132

Hello, I would like to report an incident that occurred at Millennium Park in West Roxbury, Boston. On May 1st. at approximately 2:35pm, I was walking my dog in the park. My dog was properly leashed and under control at all times. During my walk, I encountered a large group of individuals with approximately 20–30 dogs that were off leash in an area where leash rules are posted and required. The number of dogs appeared unusually large for a casual personal outing. Several of the off-leash dogs ran toward me and my dog, creating an unsafe and intimidating situation. When I questioned why the dogs were not leashed, several individuals became confrontational and told me to leave the public park. During the interaction, hostile and discriminatory comments were made toward me, including statements such as “You don’t speak English” and “We are American citizens.” I recorded video footage of: * the large number of off-leash dogs, * the interaction, * and the comments that were made. I am concerned about: * public safety, * repeated leash-law violations, * intimidation in a public park, * and the risk posed by such a large uncontrolled group of dogs. The number of dogs involved appeared unusually large for a casual personal outing. I would appreciate it if this incident could be documented and reviewed. Please let me know if you would like me to provide the video recordings or any additional information. Thank you for your attention to this matter. Sincerely, Qiumin Pan
