Possible poison ivy hanging over sidewalk

My neighbor Ben Chase across the street at 81 Edgemere Road in West Roxbury is running a “dog sitting” service from his home, but the fence is not stable and has large gaps in it, so the neighbors have had to rescue dogs in the street and try to heard them back into the house at least 3 times now. One dog literally almost got hit by a car whose driver skidded to a stop, and luckily she then ran around ringing doorbells to try and find out who’s dog it was. He’s never helped with this because he’s never been home, so I guess he’s advertising a dog sitting service and then just leaving the dogs unattended at home? I’m really worried one of those dogs is gonna get out into the street and die. He also burns illegal backyard fires constantly, even on red flag warning days, and several neighbors have asked him to stop - apparently he said he would but he’s still burning them. Not sure whom to report this to, but I’m very worried about his behavior leading to animal deaths or our neighborhood burning down. I’d appreciate someone just coming out to talk to him about these things - I don’t want to get him in trouble, I just want him to stop, and a couple neighbors talking to him has not changed anything.
