Step 1: City gives out free crack pipes concentrated at mass and Cass Step 2: people use crack pipes on residential streets and alleys around mass and Cass with no care or enforcement for existing drug laws, because, reasons? Step 3: people discard crack pipes because another free one is around the corner Step 4: I constantly have discarded needles and broken crack pipes on my front steps. I'm sick of this and it's unsustainable.
