    People smoking pot in a car outside door steps outside 134 Beach St in the Leather District. My concern is especially not only the increased sightings of people in pairs smoking while walking in my neighborhood but that it seems to be escalating to groups in cars. Should I be calling 911 rather than 311 re these incidents? The man in the front passenger seat is holding a joint to his mouth
