Comprehensive photo audit documents extensive window graffiti blighting storefronts (Ordinance CBC 16-29), severe loose trash fields and unmitigated food debris spanning the brick steps (CBC 16-12.2), and hazardous organic liquid runoff. Furthermore, absolute security failure exists with unabated front threshold loitering and transients trespassing/sleeping inside the main foyer entrance. These volatile conditions prevent residents, seniors, and students from accessing the building unmolested, presenting immediate potential for serious criminal acts. Inspectional Services Department (ISD) Code Enforcement Division must initiate an immediate on-site structural investigation, issue formal environmental citations, and mandate that property management install visible two-way communication camera arrays and high-illumination lighting systems to restore community habitability.
