At 9:00 PM, an individual blocked an accessible restroom stall for over an hour with luggage, creating a biohazard, then occupied multiple lobby seats with a large suitcase, bags, and boxes while exhibiting disruptive behavior and wrapping herself in plastic for another hour. This is not isolated—it is her daily routine, a year-long issue that remains unaddressed. Clean, accessible, and safe public spaces are not optional—restroom stalls cannot be used for bathing. Immediate enforcement is needed to restore access and safety.
