Illegally Blocked Sidewalk

Barrels from Table are blocking sidewalk access. You can see cars constantly park at Salutation & Hanover. Does the restaurant get fined once or fined for each barrel?? Why not leave them on Battery St where there is a larger sidewalk? Are the barrels support be out all day & night??
