    Capitol waste with number 46473 collected at 16 Gardena st today and did not fully collect all of the recycling. They used a trash truck instead of the normal recycle truck that flips the bin completely upside down. When they use this truck it’s not fully emptying everything out of the bins. They don’t check to see that it’s fully empty.
