Illegal Parking

Why are cars allowed to park however around Ashmont without recourse, whereas in other parts of the Dot/city it's an immediate ticket/tow? A Jeep was parked in a tow zone outside Tavolo and blocking visibility yesterday, resulting in a left-hand turn accident. This is a persistent issue and I never see tickets issued, let alone a tow. The low expectations/response because 'it's Ashmont' are insulting.: [accident itself already reported to BPD but we did not notice this illegal parking til later]
