27-29 Perrin St, Boston, MA 02119I am writing as a follow up to my prior complaint regarding 27-29 Perrin Street, Roxbury, MA 02119 to formally notify your department of the following code violations and public safety hazards that require immediate inspection and enforcement action. 1. EXPIRED CERTIFICATE OF OCCUPANCY Temporary Certificate of Occupancy No. COO1837518 issued April 17, 2026 for 27-29 Perrin Street expired July 10, 2026. The conditions of the temporary CO required completion of retaining wall repair work. Those conditions have not been met. The property appears to remain occupied despite the expired CO in potential violation of M.G.L. c. 143 and the Massachusetts State Building Code 780 CMR. 2. DETERIORATED AND UNSAFE RETAINING WALL The retaining wall at 27-29 Perrin Street is in a severely deteriorated condition. Large sections have collapsed. Unsecured rubble, bricks and debris are piled directly adjacent to neighboring properties at 2 Copeland Park and 25 Perrin Street with no safety barriers, no containment and no protective measures of any kind. This condition presents an immediate risk to neighboring properties and the public. 3. ELECTRICAL HAZARD The ground instability at 27-29 Perrin Street appears to be causing the electrical poles at the corner of the property to lean. Multiple electrical, cable and telephone lines run through this area presenting an immediate public safety hazard. A separate report has been filed with Eversource. 4. UNSAFE SITE CONDITIONS The site at 27-29 Perrin Street presents an immediate public safety hazard including unstable ground, unsecured debris, exposed rubble and no protective barriers adjacent to public and private property. 5. OPEN AND UNRESOLVED PERMITS The following permits remain open and unresolved at 27-29 Perrin Street: - ALT 11536515 (issued 6/5/24) - A1806194 (issued 3/2/26) - A1701831 (issued 5/22/25) - SF 1572692 (issued 3/11/24) Pursuant to M.G.L. c. 143 §§ 6 and 9 your department has a mandatory duty to inspect this property and issue appropriate orders. I respectfully request that ISD: 1. Conduct an immediate on-site inspection of 27-29 Perrin Street 2. Issue a formal Order to Repair or Make Safe 3. Issue a Stop Work Order if any unpermitted work is ongoing 4. Issue a Cease Occupancy Order given the expired CO 5. Take all appropriate enforcement action regarding the open permits 6. Confirm the status of this matter in writing to the undersigned I am an abutting property owner at 2 Copeland Park, Roxbury MA 02119 and these conditions directly impact the safety and integrity of my property. 2 Copeland Park

27-29 Perrin St, Boston, MA 02119Dear Assessing Department: I am writing to bring to your attention the following facts regarding the above referenced property that may affect its current tax assessment and any applicable exemptions. 1. EXPIRED CERTIFICATE OF OCCUPANCY Temporary Certificate of Occupancy No. COO1837518 issued April 17, 2026 by the City of Boston Inspectional Services Department expired July 10, 2026. The conditions of the temporary CO have not been met. The property is therefore currently without a valid Certificate of Occupancy and appears to remain occupied. 2. PROPERTY OWNER DOES NOT RESIDE AT THIS ADDRESS The primary property owner, Michael L. James, does not reside at 27-29 Perrin Street. Public records confirm his primary residence is 31 Amelian Road, Randolph MA 02368 as evidenced by a Declaration of Homestead filed at the Norfolk County Registry of Deeds, Book/Page 18050-211, under M.G.L. c. 188 which may only be filed on a primary residence. 3. UNSAFE PROPERTY CONDITIONS The retaining wall at this property is in a severely deteriorated condition with large sections collapsed and unsecured debris piled on site with no safety barriers. Open permits remain unresolved including ALT 11536515, A1806194, A1701831 and SF 1572692. Given that the property has no valid Certificate of Occupancy and the primary owner does not reside there I respectfully request that the Assessing Department review whether any owner occupancy exemptions or residential exemptions currently applied to this property are appropriate under the circumstances.
