At 11:10 PM, the occupant of Unit 305 (Bruce Irving) returned to the unit and immediately began making loud, heavy disruptions—including dropping heavy objects and slamming structures or doors—directly over my bedroom layout. Furthermore, the occupant is willfully permitting his large dogs to drop heavy bones and hard plastic toys directly onto uninsulated wood floorboards.REAL-TIME SEVERITY AND HABITABILITY IMPACT:The kinetic force of these impacts is so severe that the structural vibration completely bypassed three layers of physical noise barriers: an active bedroom fan, running TV brown noise, and airtight silicone putty earplugs.
