    311 team, closing tickets with no evidence is just lazy, and replying with notes about "citations issued" with no evidence or follow up by local leaders is not going to help anyone learn what policies we're meant to follow in regards to "violations". There needs to be an intensive education program with paid facilitators to help people learn who to call for help with ongoing problems. Why does the city let violations reoccur without following up?
