36 38 Elm Hill Park, Dorchester, Ma, 02121Description of Issue: On the evening of February 3, 2026, at approximately 10:30 PM, the cul-de-sac at Elm Hill Park was partially blocked and impassable due to two concurrent issues: Illegally Parked Vehicle: A black vehicle was stopped/standing in the travel lane, directly in front of 36-38 Elm Hill Park, obstructing the roadway. Large Snow Bank: A significant accumulation of snow was banked at the tip of the bend in the cul-de-sac, further narrowing the available space. This combination created a hazardous traffic situation where multiple vehicles were unable to navigate the turn safely, especially given icy road conditions. The driver of the obstructing vehicle was uncooperative when initially asked to move. Specific Requests: Snow Removal & Treatment: Please dispatch the appropriate department to remove the large snow banks at the bend of the Elm Hill Park cul-de-sac. The current bank severely reduces the turning radius, making the street impassable for many vehicles when cars are legally parked. Following removal, please apply salt or sand to mitigate the ongoing icy conditions on this curve. Resident Notification: Please notify residents on Elm Hill Park, particularly near the cul-de-sac, about city parking regulations. There is a recurring issue with guests of residents parking illegally—specifically standing in the middle of the street or blocking driveways—due to limited on-street parking. A reminder that parking is not permitted in the travel lane, especially at night, would help improve safety and accessibility for all neighbors and emergency vehicles. Ad<truncated>
