Shared private alley used as required egress for multiple residential units is fully blocked by a dumpster placed by a pizza restaurant tenant. Previous case was closed as “no violation,” likely under the incorrect assumption that the alley belongs to the restaurant. It does not—this is a shared access/egress route. The obstruction prevents safe passage and may block emergency egress and first responder access. Request reinspection with verification of property boundaries and evaluation under fire/building code for unobstructed egress. This is a life safety issue.
