Over successive weekend nights, this residential block has routinely become a highly disruptive thoroughfare for large, rowdy crowds of heavily intoxicated individuals walking through the neighborhood during late-night and early-morning hours. The disturbance involves excessive shouting, screaming, arguments, and fighting, which severely disrupts the sleep, peace, and well-being of the residents on this block.
