Leftover scattered trash at 4 Westerly St because they continue taking out trash for collection in one overfilled trash barrel and the rest in flimsy trash bags which they place on the curb for the ever-growing rat population in the neighborhood to feast on at night. That's what they do every night before trash collection instead of buying at least a 2nd barrel. It's a house with 3 rental units. They should be required to have 1 barrel per unit, no?
