    Could someone who speaks Vietnamese please speak to the lady at 9 Duncan PLACE (private way) who, on a daily basis, places sticky rice behind electric box at intersection of Duncan Street/Fenton Street. Attracting all sorts of rats, birds, critters. There’s even a family of raccoons in the neighborhood…finding dead and live rats in the area. She just won’t stop.
