Hello, there is a man who, every night after 10/10:30pm, outside of the halfway house on Monmouth and white street, uses a leaf blower and paces. He seems sometimes to be blowing litter from the sidewalk into the street. Other times, just leaf blowing to leaf blow. This startles or wakes me often. If he is allowed to blow litter to the street, every day after 10pm seems excessive and disruptive. I’d appreciate anything the city could do to help end the nightly leaf blower.
