Dear Code Enforcement Division, I am writing to formally request a review and update of the current criteria used to define “poor conditions of property ,” particularly as it relates to fall leaf accumulation and its connection to increased rodent activity in the City of Boston. As a resident, I have observed that the existing standards for property maintenance may not adequately reflect the public health risks associated with unaddressed leaf buildup. During the fall season, large accumulations of leaves on both private and adjacent properties often remain unattended for extended periods. These conditions can create ideal environments for rodents by providing shelter, moisture retention, and cover from predators. Given Boston’s well-documented challenges with rodent control, it is important that preventative measures be emphasized in property maintenance guidelines. Specifically, I urge the department to consider: Defining excessive or prolonged leaf accumulation as a contributing factor to unsanitary conditions Establishing clearer timelines for seasonal yard cleanup responsibilities Incorporating rodent harborage prevention into property upkeep standards Increasing enforcement or public awareness during peak fall months Updating these criteria would better align enforcement practices with ongoing public health concerns and support the City’s efforts to mitigate rodent infestations.
