    Alley belonging to 246 West Fifth Street is littered and overflowing with trash. Rats seen running around in alley. This trash is attracting rats to run thru neighboring backyards to reach the trash in the alley. Property owner should be notified to clean and restore area to pristine condition. Renters should also be notified because their trash bins stay out after 12PM on trash days (Friday). I have attached a photo of a rat running in my backyard to the backyard of 246 W 5th.
