    The Beer garden in the navy yard, The anchor has really loud beats and music and crowd yelling since 1pm today. It's 10:30pm in a residential neighborhood, I've recently learned the permitted limit is 70 decb. Well above that all day. If the party is permitted doesn't the law of permitted noise need to be followed?
