    Type of underground utility with rectangular cover plate is unclear. Jurisdiction unclear. Plate and surrounding asphalt are sinking slowly alongside stone curb and "Longwood Area" signpost. Indirect cause? Passenger buses frequently drive over and rest on the plate. Assess before eventual collapse?
