    Neighbors never use barrels and every week, twice a week, animals tear into their garbage and leave a pile of trash on the sidewalk. They do have barrels in the little shed, but for some reason do not use them. Neighbors and I are tired of the pile of trash. A building management company owns the building or else I'd go to the homeowner.
