    In front of 860 Harrison Ave there are 4-5 scooter's chained up to the parking meters they are taking up about 15 feet of meter space I saw a couple people have to go out of the driver's side of the car because they couldn't get out the passenger side door of the car I saw people having a hard time getting to the parking meters to pay nothing should chained up to a city parking meters I've seen them fall over on to a parked car using the meters
