Constituent states it is not valet parking yet the employees have been taking peoples keys so that they can over park vehicles, often multiple within fire lanes and parking spaces. Constituent states that the garage was so over capacity that it took them over 90 minutes to wait for the employees to move the vehicles blocking in the constituent's vehicle and drive out of the garage.
