Budget van has been idling for 45 minutes outside our residents on East Springfield street. I asked politely for them to turn it off. After it had been 45 minutes. Driver was asleep. He refused to turn it off. The second person came back and he said oh we're leaving and then it took him another 10 to 15 minutes. They we're moving people out of a apartment further up the street. They parked in front of our place because there was a blank space. They had no signs they didn't get permissions as I think you're supposed to do. So I feel like I needed to report them. The photo shows the cab where the driver was sleeping and the license plate in the back
