Dead Animal General

Why is the case closed when the dead animal is still decomposing on the fence in this heat? The correct address is 620 Canterbury St near the back entrance to the parking lot. Right where the fence separates the property from the private homes. The smell is disgusting! Poor animal should not have died. The barbed wire is overkill, and absolutely unnecessary!
