    This is at least the 3rd 311 opened for this bike, which has been locked to Childe Hassam Park fence for months. None of the previous reports have been addressed. When is it legal for the park board of volunteers who fundraise and volunteer to maintain this park and pay for events to cut the lock and place it in for collection?
