    The owner keeps a cover on a car that has not been registered for at least 3 years that it parked on the street. It has been ticketed in the past, but they don't ticket it because of tge cover. I have reported it several times to the police because I get tickets when I forget to renew my sticker or registration. I feel it's unfair to have it illegally parked on the street when others are penalized abs tge police not have it towed.
