Formal Concern and Recommendation Franklin Field Waste Management Subject: Urgent Safety and Waste Management Concerns at Franklin Field Dear Boston Housing Authority Management, I am writing to formally express my serious concern regarding the condition and management of the trash dumpster areas at the Franklin Field development. The attached photographs document recurring problems that negatively affect the health, safety, and quality of life of residents. While overflowing trash and illegal dumping continue to be major concerns, my primary concern is the use of large wheeled dumpsters that are not adequately secured. These dumpsters frequently roll onto sidewalks and, on several occasions, into the middle of the street, creating a significant hazard for pedestrians, children, elderly residents, cyclists, and motorists. The photographs also show overflowing dumpsters, mattresses and other bulky items left outside the containers, scattered trash, and unsanitary conditions that can attract rodents and pests, create unpleasant odors, and diminish the appearance of the community. Requested Actions: • Conduct an immediate inspection of all dumpster locations. • Repair or replace broken wheel-locking mechanisms. • Remove accumulated trash and bulky waste promptly. • Increase collection frequency or dumpster capacity if needed. • Improve enforcement against illegal dumping. • Develop a long-term waste management plan. Long-Term Recommendation: I strongly recommend relocating the dumpsters from the public street to secure, designated waste collection areas within the Franklin Field property. Enclosed dumpster stations with barriers or fencing would prevent dumpsters from rolling into sidewalks and roadways, improve safety, reduce illegal dumping, better control odors and pests, and provide a cleaner, safer environment for residents. The attached photographs demonstrate that these are recurring conditions rather than isolated incidents. I respectfully request a written response outlining the corrective actions that will be taken.
