Missed Waste Pick-up

Description: Not picked up trash at my house this morning. This is the 3rd time. I have watched and observed many areas in the including Columbia road and all major side streets that all sorts trash been dumped and picked up by the same trash collectors. I’m sick and tired. Some were picked up and the rest left behind. Why. Must I bribe these guys?
