Garbage is consistently strewn all over the parking lot

Trash can has been out at the curb for over a week, no pickup. Landlord says it’s my problem, 311 continues to tell me the can has not been at the curb. I’m lost at what I can do at this point except throw my recycling in the trash. I’ve had difficulties recycling since moving in - when I place the can on the public alley 442 curb it gets moved off of the curb, halfway down the street, etc. by who knows who. It’s now next to a stack of other cans (still on the curb) because someone moved it there, so it should be accessible, but it still hasn’t been picked up.

This is Jimmy's Corner the store at 143 P St. The alley next to the store is one of my fire exits. I live at 139. This has been an issue for several years. They just throw stuff in the alley. At this moment they have what I believe are shelves in my pathway to exit the back of my home. I am so sick of looking at the mess they leave day after day. Please help! My neighbors and I try very hard to keep this neighborhood clean. It's very hard when they throw trash everywhere. I have seen raccoon paw prints (yes, this mess has been here since the snow stroms) and have had dead rats found in back. Thank you for any help with this. You folks do a great job, which I am sure can not be easy.
