Replace LED lamp in ballglobe

Hello A friend of mine found a set of keys to what may be a street lighting box, along with a T-handle tool for the box. The street box is number 188 on Desoto Road in West Roxbury, right nearby its intersection with Washington Street. I have pictures but don't see a way to attach them here. Hoping to return these to their rightful owner, who is very likely upset to have lost them. | Problem: [Other]

Need to replace meter socket at a minimum or Install new board. It's a new style cabinet with an old style board. A new style board would be ideal. Also will need a new electric meter. Existing one was given back to eversource due to it malfunctioning. Will need to be jumped temporarily without a meter
