Parked in street for hours

Vehicle particilly parked in handicap spot with no handicap plate or placard. It makes it extremely difficult to pull into and out of the spot when a vehicle is legally parked in front of 504 Talbot. With a vehicle parked here it makes it difficult for the residents of 5 Argyle St turning out of there driveway. Since the developer of the 500 Talbot Ave project eliminated the crosswalk that was there this has been an ongoing issue. Would it be possible for BTD to evaluate the area and post a sign on the pole indicating No Parking Zone in the direction of the driveway?
