This appears to be a habitual offender that really needs to be spoken to about the improper disposal of his rubbish which is causing our community Public Health, Public Safety and a Decrease in our Quality of Life. This shaddy landlord "property owner" really needs a stern tongue lashing and definitely an increase attention getting fine. They might as well just build a rat trough and feed the rat rodents Auto regular basis
