Three cars park on Elmhurst st no plate and out off state expired plate over numbers off weeks

Almost every day,This van without permit to occupy resident parking spaces more than 8 hours for 4 years ,Around 8:00am- 6:00 pm, never got ticket!

Dead mouse on street, it’s in Chinatown on Oak Street very close to where the intersection to Ash Street is. It’s next to the sidewalk with cars parked by it so it may be hard to see driving by, but it’s been there since yesterday. Thank you
