There is an opossum who is possibly injured on my deck. Tried to scare him away he won’t budge, can animal control assist?

We are now on day 7 of them not cleaning io trash and apparently 2 violations have not helped either. This is horrible and is there nothing that can be done to make them take care of their trash?
