Trash out too early all over sidewak

Trash and recycling still out now blocking the sidewalk, ticket from yesterday thrown in that trash - clearly they saw it and dumped it in the mess. There's no reason for them to be leaving their trash cans and recycling out on public property now for 5 days. Please either ticket again or knock on their door and tell them to pick up their crap.

Building routinely does not have trash out on trash day, tons of rodents spotted in alley way over past several months.

This is not only for poor property conditions but enviornmental issues and safety for the neighbors. He has yard sales every weekend and never cleans up after the yard sales so stuff is all over the property.
