Bikes chained to Handicap poles. Pedestrians with walkers/ canes can't get on sidewalk, have to walk past 2 vehicles. Bikes are impeding sidewalk access to elderly & handicapped. Can someone come put the stickers on these bikes or signs on the poles. The white motorized bike constantly is chained there impeding access to sidewalk.
