Owner at 1 Louis Terrace Apt. 1 leaves cat outside in the rain, cold, and overnight without food or water. Cat does not have a collar. The cat often waits by the door for hours to be let back inside but the owner will sometimes leave for the full day or overnight. The cat has been seen in distress in a rainstorm waiting by the door and locked out during cold 20 degree nights in the winter. Other neighbors have expressed their concerns about the cat
