Constituent has bolted a traffic cone to the curb and spray painted the curb

Constituent states in this elderly building on the second floor on the Norfolk st side, there is a resident who's blinds are ripped giving full view into the unit. Does not think the resident is aware. Tried letting building manager know but did not seem concerned and has not seen any resolution. Concerned for the resident. On the corner of Saint James avenue and Berkeley Street, it appears a light post was taken down. There are live wires. Placed a cone on top of it so nobody touches with wires or trips.
