    Boston Inspectional Services Department (ISD) Cc: Boston Police Department, Boston Fire Department, Mayor’s Office of Neighborhood Services, Boston Public Health Commission Subject: Formal Complaint Requesting Investigation of Franklin Hill Apartments – 1 Shandon Road, Boston, MA 02124 Dear Commissioner, I am submitting this formal complaint requesting an immediate investigation into recurring quality-of-life and public safety concerns at Franklin Hill Apartments, 1 Shandon Road, Boston, MA 02124. For years, residents living in and around Franklin Hill Apartments have experienced recurring holiday parties and other large gatherings that have disrupted what was once a quiet residential neighborhood. The repeated excessive noise and disorder have significantly diminished the quality of life for neighboring residents. The City should investigate reports of: * Large outdoor parties extending late into the evening. * DJs and amplified music that can be heard throughout the surrounding neighborhood. * Large crowds gathering on sidewalks and common areas. * Sidewalks obstructed by partygoers. * Motorbikes, dirt bikes, scooters, and other vehicles operating recklessly around the property. * Children playing in or near active roadways during these gatherings, creating potential traffic hazards. * Possible admission fees or commercial-style outdoor events without appropriate permits, if applicable. * Illegal parking and traffic congestion that may impede emergency vehicle access. * Repeated disturbances affecting the peaceful enjoyment of nearby homes. Residents have expressed concerns that property management has been made aware of these recurring issues over an extended period, yet the problems continue to occur. If management has received complaints and has not taken reasonable steps to address recurring disturbances or ensure compliance with applicable rules and regulations, I respectfully request that the City examine whether additional enforcement or corrective action is warranted. I respectfully request that Boston Inspectional Services determine whether any of the following laws, regulations, and codes are applicable: * Boston Municipal Code Chapter 16-26 – Unreasonable Noise. * Massachusetts Noise Regulation (310 CMR 7.10) concerning unreasonable noise affecting public health and welfare. * Boston Zoning Code governing permitted residential uses. * Massachusetts State Building Code (780 CMR) regarding occupancy, safety, and lawful use. * Massachusetts Fire Code (527 CMR) regarding occupant loads, blocked access, and emergency egress. * Massachusetts State Sanitary Code (105 CMR 410) regarding residential health and safety. * Boston Property Maintenance requirements. * Occupancy limits and Certificates of Occupancy. * Any required permits or licenses for outdoor entertainment, amplified music, or organized events, if applicable. If violations are identified, I respectfully request that Boston Inspectional Services pursue all enforcement actions authorized by law, including notices of violation, civil fines, correction orders, follow-up inspections, and any other remedies available under the Boston Municipal Code and Massachusetts law. Residents deserve to live in a neighborhood where they can enjoy peace, safety, and the quiet use of their homes. I respectfully request a thorough investigation of these recurring concerns and appropriate enforcement if violations are found. Thank you for your prompt attention to this matter.     Formal Complaint Regarding Chronic Noise Disturbances and Request for Enforcement – 568, 570, 576, and 580 Blue Hill Avenue, Boston, MA To the City of Boston, the Boston Police Department, Inspectional Services Department, and all appropriate City officials, I am submitting this formal complaint regarding the ongoing excessive noise, late-night parties, and repeated public disturbances occurring at or around 568, 570, 576, and 580 Blue Hill Avenue. This area was once a quiet residential neighborhood where families, seniors, children, and working residents could enjoy peace and quiet during the evening hours. Over time, these properties have become the source of repeated loud parties, amplified music, shouting, large gatherings, and other disruptive activities that continue late into the night. These disturbances have significantly diminished the quality of life for nearby residents. The City of Boston’s Noise Ordinance (Boston Municipal Code, Chapter 16-26) prohibits excessive or unreasonable noise that disturbs the peace and comfort of others. In addition, the Massachusetts Noise Regulation (310 CMR 7.10) prohibits unnecessary or unreasonable noise that may endanger or interfere with the health, welfare, or safety of the public. Based on the repeated disturbances experienced by residents, these activities appear to be inconsistent with these requirements and warrant investigation and enforcement. The continued late-night parties and excessive noise demonstrate a disregard for the surrounding neighborhood. Residents should not be deprived of the peaceful enjoyment of their homes because of recurring disturbances originating from these locations. I respectfully request that the City of Boston: * Conduct immediate investigations into recurring noise complaints at 568, 570, 576, and 580 Blue Hill Avenue. * Increase evening and overnight patrols in this area. * Enforce all applicable Boston noise ordinances and state noise regulations when violations are observed. * Conduct inspections to determine whether these properties are complying with applicable building, occupancy, fire safety, and zoning requirements. * Work with the property owners and occupants to ensure compliance with all municipal regulations. * Take appropriate enforcement action if violations are substantiated. The residents of this neighborhood deserve a safe and peaceful community. Chronic excessive noise and disruptive gatherings should not become the accepted standard for this area. I respectfully request prompt attention to these ongoing concerns and ask that the City take all appropriate steps to restore peace and improve the quality of life for everyone living in this neighborhood.
