Why is are vehicles with no resident sticker getting ticketed for being that parked for over 2 hours. This is a 2 hour visitor parking sign yet nobody gets ticketed & vehicles are still parked for days and not getting a ticket.

Can we please install a hp sign here to establish that both spots are hp. Only one spot has a wheelchair symbol on the ground so it looks like the other spot is unregulated. I can tag both as hp but I think there should be a second sign.
