Double park tow big truck

Car has been parked blocking Orne Street for 2 days. Have not seen owner and never seem car before

homeless man sitting outside the Sam Adams Brewery. He seems in need of medical attention. He has one of his shoes off and his pant leg rolled up. His leg looks swollen and appears to have cuts/infection on it. I saw him fanning it and trying to get something off of it.
