Constituent reports that the outdoor dining is placing a burden on the residents with parking permits and also has become a huge noise component in the North End neighborhood. He expresses his disappointment with the options for alternative parking offered to North End residents as one of them is $300/ per month parking pass is almost insulting to pose as a favor.
