Description: I own the garden unit in 18 Hanson Street which is next to Ringgold Park. The sand at the playground was recently replaced with a rubber/plastic surface. Last night was the first rain storm since the artificial surface was installed and it caused our basement to flood. The rain water cannot drain through the artificial surface and to make matters worse, the surface appears to pitch towards our home.
