Parking on Front/Back Yards (Illegal Parking)

Description: There are 3 cars parked in the driveway at this building. 1 of the cars doesn't have a plate on it. The registration and plates on the other 2 cars have expired. 1 in Feb, the other several months ago. To make matters worse, 2 of the cars haven't been moved in a year. They are falling apart, rusting, and attracting debris underneath them. They are sometimes used as storage. Also kids that live in the building, sit in them and play around them.
